Job Description: The Strategic Information Manager (SIM) will provide guidance and leadership in implementation of Monitoring, Evaluation, Reporting & Learning (MERL) activities for HIVSA’s Community Systems Strengthening (CSS) program, ensuring compliance to the USAID reporting requirements. The SIM will drive implementation of the program M&E framework(s)/plan(s) by HIVSA sub-partners, at service delivery sites. S/He will ensure that data/reports are submitted to the program management team in a timely manner. The SIM should be able to deploy data to highlight important programmatic gaps, and to devise and implement strategies that address the identified gaps. Job Responsibilities: Lead efforts seeking to build SI/M&E related knowledge and capacity within the program team. This will include implementation of capacity building activities through trainings, mentorship, and supervision on M&E/SI. Represent the program and organisation with diligence at various forums. Spearhead the development and enhancement of appropriate monitoring, tracking, and reporting systems, tools, and templates to ensure that program activities, outputs and outcomes are correctly captured. Provide leadership and direction on Strategic Information (Sl)/M&E activities to ensure a strong and robust strategic information system is entrenched throughout the program. Work with program management to disseminate program achievements and results through published articles, conference abstracts, success stories and other mechanisms. Provide technical supervision of M&E manager/s and officer/s working on the program. Oversee collection, storage, analysis, and reporting of high-quality data to USAID, program management team and other key stakeholders. Oversee routine program data quality assessments and ensure utilization of DQA results and findings in improving data quality across all levels of the program. Supervise real-time data use including weekly, monthly, and quarterly data review meetings at the CBOs and all program levels. Job Requirements: Minimum of five (5) years of managing people/teams on MERL processes. Must have a thorough understanding and experience of South Africa’s HIV/AIDS, Health, OVC and community programs. This should also encompass thorough understanding, experience, and competency in working with OVC and HIV community led organizations A minimum of Seven (7) years of experience in USG-funded programs designing, establishing, and managing M&E systems, ensuring data quality, and managing data intensive M&E systems, and working knowledge of the CBIMS database as it relates to data collection for performance-based reporting. Fluency in reading, writing, and speaking English is required. Ability to speak local indigenous South African languages is an added advantage. Must have a valid driver’s license and willingness to travel. Excellent understanding of PEPFAR MER OVC indicators; understanding of USAID and PEPFAR Strategic Information/Monitoring and Evaluation standards and practices; strong data analytics; visualization and presentation skills; ability to facilitate decision-making on complex MERL technical and programmatic issues Ability to work well under pressure, with the capacity to prioritise and problem solve in high paced environment Ability to interpret and manage database files and modalities to inform analysis Proficiency with MS Word, Excel and PowerPoint presentation is a must Strong oral and written communication skills. Master's degree in Public Health, Statistics, Social Sciences, Epidemiology, Biostatistics, Health Informatics, or a health-related field.
