Job Description: To ensure governance and compliance with relevant procurement regulations applicable to SCM and SABC. Job Responsibilities: Analyse outcomes of supply chain compliances to identify potential areas of compliance vulnerability and risk exposure and develop actions to manage & mitigate risks. Maintain a portfolio of evidence that records governance and compliance reviews of procurement processes. Ensure adherence and compliance to Supply Chain regulations, policy, governance, compliance and risk management frameworks. Participate in discussions with Internal & External Audit and Risk & Compliance Departments to address governance and compliance issues. Conduct assessment and address Irregular Expenditure in accordance with the PFMA, National Treasury Irregular Expenditure Framework and other applicable regulations. Implement compliance frameworks and methodologies to ensure achievement of business objectives within the regulatory and legislative framework. Monitor and maintain relationship with internal and external stakeholders. Ensure compliance with the SCM Code of Ethics and SABC policies and procedures. Ensure the protection and confidentiality of information gathered. Monitor, advice and report on the adherence to Supply Chain prescripts, statutory laws, legislative requirements, in-house policies and standard operating procedures. Provide support and assurance to the tender office in the receiving and recording of bids. Provide compliance monitoring and advise to the SCM BID committees (BSC, BEC & BAC) through proactive reviews of competitive bids and quotations. Develop and maintain productive client and staff relationships through individual contacts and group meetings to address areas of non-compliance and improve the governance of SCM practises. Provide input into the development and/or revision of SCM Policies, Procedures and templates. Organisation and planning including effective time management & prioritization of tasks. Apply analytical and judgemental skills in the evaluation of compliance to Supply Chain prescripts. Job Requirements: Comprehensive knowledge of SCM policy and procedures, PFMA, PPPFA, National Treasury Regulations, CIBD and BBBEE amended Codes of Good Practice and all other applicable legislations National Diploma (NQF Level 6) in Supply Chain Management/ Procurement/ Internal Audit or equivalent diploma in field of Commerce, Legal, Governance or Compliance Comprehensive knowledge and understanding of governance, compliance and risk processes and systems.
