Job Description:

The Rates & Regulatory Strategy Manager will support data analysis and reporting, tariff administration, rate design, and regulatory filings for Duke Energy Carolinas and Duke Energy Progress. Work will require analytical thinking, strategic and competitive analysis, and management of dynamic policies covering growing customers, hourly pricing, electric vehicles, etc. Duke Energy is overhauling rate design to accommodate customer desires for options and transparency, particularly as adoption of emerging technologies continues to accelerate. Changes will occur through filings with the utility commissions, including rate cases for Duke’s Carolina utilities. Work will support rate case strategy development, testimony drafting, hearing preparation, and subsequent implementation. The pricing team is an exciting and dynamic group with the ability to influence and promote advancement of improved customer experiences, adoption of new energy offers for customers, and risk management of the increasingly competitive energy landscape. The Strategy Manager will build and maintain strong relationships with key internal stakeholders while ensuring that the policies and regulatory requirements of the Companies are followed.

Job Responsibilities

  • Leading and resolving strategic company or jurisdictional initiatives
  • Lead major work streams and keep process on track to successful completion (i.e. rider filings, rate cases, etc.)
  • Provide guidance to others (both internal and external to the group), teach and develop other employees, and delegate work as appropriate
  • Build leadership qualities across multiple disciplines / departments effectively
  • Stays abreast of industry issues and emerging rules and proactively addresses how these issues may effect regulatory processes and suggests proper ratemaking treatment
  • Researches, analyzes and resolves issues related to Duke Energy Carolinas’ and Duke Energy Progress’ tariffs, regulations and policies
  • Leads real-time/hourly pricing policies to ensure accuracy of billing and responds to customer inquiries to resolve issues
  • Develops good working relationships and develops strong relationships with internal and external customer groups (including regulators).
  • Rate case, rider filings and support; and at times testifying
  • Cost of service, rate and pricing, modeling and financial analysis work
  • Regulatory filings, compliance activities and shared service rate work
  • Regulatory strategy analysis, reporting and support

Job Requirements:

  • Bachelor’s degree in Finance, Accounting, Mathematics, Business, Law, Engineering or other related discipline
  • In addition to required degree, eight (8) years minimum of related work experience
  • Advanced degree in Law, Engineering, Accounting or other closely related discipline
  • Experience leading major work streams and keeping processes on track to successful completion (i.e. rider filings, rate cases, etc.)
  • Experience in or strong working knowledge of regulated Utility and Energy industry trends, issues or emerging policies
  • Experience drafting testimony and preparing rate witnesses with rate proceedings
  • Strong verbal and written communication skills including the ability to effectively communicate complex information with individuals at various organizational levels, both internally and externally to the company
  • Strong conflict management skills with the ability to negotiate and influence
