Job Description:
A Counterintelligence Agent is responsible for leveraging one or more of the disciplines of counterintelligence (CI). The incumbent performs the full range of intelligence work to evaluate foreign intelligence activities and security services in support of counterintelligence operations. Serves as a representative on working groups.
Job Responsibilities:
- Establishes and maintains current liaison contacts with DoD and national-level counterintelligence agencies, including the Central Intelligence Agency and Federal Bureau of Investigation.
- CI support to USINDOPACOM OPSEC, Mission Assurance, and Information Security programs. Applies CI concepts and principles to evaluate one or more operational capabilities and effectiveness of foreign intelligence entities (FIE) and foreign intelligence security services (FISS).
- Conducts studies and assessments of HUMINT operations to determine vulnerabilities and risks. Drafts CI reviews of planned and current HUMINT operations and support activities.
- Conducts discreet CI inquires related to activities from known or suspected foreign intelligence and security service officers and agents under the guidance of Agents or specialists.Supports other U.S. Government agencies in conducting counterintelligence operations.
- Serves as a representative on working groups with functional or multi-disciplinary emphasis that involve CI issues.
- Advises and assists supported organizations and Intelligence Community members concerning the development, validation, and processing of CI requirements.
- Obtains, compiles and summarizes information to participate in evaluating HUMINT activities for vulnerabilities to foreign intelligence and security services’ deception and disinformation operations.
Job Requirements:
- Contributes to the development of long-term goals by recommending effective strategies based on how components of the IC work together.
- Experience in conducting CI in a multi-national environment and promoting CI sharing or multi-national CI activities.
- Builds bridges and develops professional networks with supporting partners to develop holistic CI support plans and comprehensive threat stream/information flows in order to promptly react to emerging CI issues/incidents.
- Understands and reviews submissions of Request For Forces (RFF); applies the RFF process to OPLAN/CONPLAN/EXORDs.
- Familiarity with the Defense Readiness Reporting System and its connection with resourcing options (i.e. Unfunded Requirements, Joint
- Manpower Validation Board, Integrated Priorities List).
- Possesses training and experience developing CI support for OPLAN/CONPLANs, CI strategies, and CI policy development.
- Experience conducting or supporting joint or combined Counterintelligence operations, investigations, collection, or analysis at the strategic level.
- Assists in developing new policy considering previous policy and future challenges.
