Job Description:

This position serves as Human Resources Specialist providing a variety of personnel management advisory functions in the area of employee and/or labor relations.

Job Responsibilities:

  • Provide client managers with interpretation of the center’s employee relations and labor relations procedures, practices, policies, and guidelines when the issues involved are new, highly controversial, precedent setting and / or involve more than one area of Human Resources (HR) policy.
  • Develop solutions at the Center / department level where extremely complicated, complex, or non-standard problems have the potential to impact numerous employees or major portions of the HR programs of the organization.
  • Act as a consultant on program activities and objectives, priorities, identification of needs, resolution of problem areas, and other matters to assure accuracy and adherence to higher-level regulatory requirements.
  • Serve as a Center technical expert on implementing and administering conduct and performance management programs at the Center level. Serve as the Center technical expert on labor programs, policy, or practices.
  • Provide strategic labor relations advisory services on Center-wide strategic plans and complex organizational issues including those pertaining to the potential impact of negotiations and third-party decisions.
  • Develop new Center HR policies, procedures, and guidelines when the issue under consideration have no applicable precedent or are highly controversial.
  • Research case law and assure that the organization’s actions are appropriate and legally defensible.

Job Requirements:

  • US Citizenship is required.
  • Background Investigation is required.
  • Applicants must have one year of specialized experience at or equivalent to the GS-11 level of difficulty and responsibility in the Federal service as defined in the next paragraph.
  • Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing guidance and advice to management on a variety of common employee relations issues using established methods and guidelines
  • Working with the management and labor unions; and resolving conflict, developing resolutions or innovative approaches in resolving labor and employee related issues.
  • Applicants must have one year of specialized experience at or equivalent to the GS-12 level of difficulty and responsibility in the Federal service as defined in the next paragraph.
  • Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience independently preparing and presenting written adverse action materials for management on conduct or performance based actions
  • Planning, organizing and developing negotiation and persuasion techniques to explain and justify management’s actions on human resources issues; working with the management and labor unions; and resolving conflict, developing resolutions or innovative approaches in resolving labor and employee related issues.
